(A)
Constitution of State Election Commission & Election Tribunal
The State Election Commission has been constituted on 18th June, 2002
with the State Election Commissioner, his Secretary-1, Under Secretary-1, Private Secretary-1, Senior Personal Assistant-1, Section Officer-2, Assistants-2, UDC-2, and LDC-4. At
present Sh J.M.Tangu, I.A.S.(Retired) is the Commissioner.
The 73rd Constitutional Amendment Act, 1992, which marked a new era in the
country and provided constitutional status to the PRIs. Pursuant to this Act, Arunachal Pradesh Panchayat Raj Act, 1997 came into force from 14th November 2001. Consequently, elections to Panchayat bodies were conducted on 2nd April 2003 with the constitution of 15-Zilla Parishads, 150- Anchal Samities, and 1744-Gram Panchayats with returned candidates of 6485 GPMs, (Female-2561 & Male-3924), 1639 ASMs
(Female-577 & Male-I062) and 136 ZPMs (Female-45 & Male-91). Election in (one)
Zilla Parishad, 14 Anchal Samiti Members and 105 Gram Panchayat in Tirap district could not be held due to some administrative problem. The over all percentage of female representatives is 38.54%.
Panchayati Raj Election Tribunal
was constituted in 2003. The Tribunal has been re-constituted on 13.9.2006 appointing
Justice B. Lamare (Retired High Court Judge) as the Presiding Judge to dispose of all the pending election petitions.
For the first time in the history of Arunachal Pradesh 33% reservation of seats for women in the Panchayat bodies was implemented in toto. In
fact, we have exceeded the number of women representatives in all the three
levels.

Constitution of State Finance Commission(SFC)
The State Finance Commission has been constituted in the year 2003 under Section 138 of the Arunachal Pradesh Panchayat Raj Act. 1997.
. The SFC has been re-constituted vide order No: PR- 75/2003 dated 22nd September'2005. The one man
State Finance Commission is to recommend measures for allocation of funds to Panchayat Raj Bodies, the determination of taxes, duties, tolls and grants- in-aid to Panchayat Raj Bodies etc. All aspects of devolution of financial powers to the Panchayat Raj Bodies will be vested with such powers and authority as may be necessary to enable them to function as institutions of self-government. The programmes of poverty alleviation will be under direct control of the Panchayat Raj bodies for preparation of plans, selection of beneficiaries, implementation and monitoring schemes for achieving economic development and social justice for removal of rural poverty.

(C) Activity mapping and allocation of responsibilities
Detailed activity mapping and allocation of responsibilities of PRIs in the departments of Agriculture, Animal Husbandry & Diary Development, Power & Energy, Education, Vocational Education & Adult Education and Social Welfare vide order no. PR- 75/2003, dated 3rd July 2003 being interim devolution of power to PRI's.
One-man Otem Dai Committee appointed earlier has submitted his report on activity mapping giving details of the various activities in respect of 17 Departments for devolution of powers to PRIs. The State Finance Commission also in the Interim Report identified various Departments for devolution of financial powers and augmentation of financial resources. Both the reports were discussed in a meeting with the concerned Heads of Department on 14th May, 2007. The approval of the Government will be obtained further on the various activities to be taken up in this regard.
(D). Rural Business Hubs
Rural Business Hubs State Council has been constituted with the following members and identified the rural champion products.

The State has already identified the Champion products in respect of each of the Districts. Further identification at block level and even at village level is in progress. The situation was reviewed at the State level meeting of the Project Directors held on 22-23 January, 2007 and the final identification is likley to be completed soon.
The first meeting of the State Rural Hub Council was held in March, 2007 and about 50 products have been identified. The Council decided to open at least one Rural Business Hub in each District.
(E). Constituted the District Planning Committee
Constituted the District Planning Committee
for implementation of decentralized planning in all the districts of the state has constituted vide order No: PR-23/2006 dated 4th December'2006. In exercise of powers conferred by Art. 243ZD if the
Constitution of India, the Governor of Arunachal Pradesh has constituted District Planning Committee in the districts of Arunachal Pradesh for Urban Bodies & Rural Local Bodies with the following members :-
(i) Chairman Zilla Parishad -Chairperson (ii) MP of the area -Member (iii) MLAs of the District -Member (iv) All ZPMs -Member (v) All Heads of the Departments -Member (vi) Project Directors DRDA -Member
The first meeting of the DPC has already been held at Lower Dibang Valley
District in December, 2006.

Planning Committee has further been amended on
(F) Mahila Shakti Abhiyan
The Governor of Arunachal Pradesh has constituted the State Level Core Committee for Mahila Shakti Abhiyan vide order No. PR- 32/2005, with the following member initiated by Govt. of India, Ministry of Panchayati Raj with the composition of 11 members.

The core committee will prepare a charter of demands state specific for substance of women, the core committee will prepare and formulate an Action Plan related to empowerment of women and other genders issue which will be dovetailing with the programme of National Commission for Women "Chalo Gaon Ki Ore". Any important issues of the elected women's representative of the Panchayat Raj and issues related women component plan in the budget.

Core Committee has already been in March, 2007. The State level Mahila Sammellan
has been planned in April, 2007. The same has, however, now been fixed for
