CM Nabam Tuki has inaugurated the AnnouncementItanagar municipal office at its temporary location at Multi-purpose Cultural Hall, Naharlagun on 13 August 2013. He said that setting up of Municipal Council under 74th Constitution amendment as a historic event for effective development of urban areas. He suggested 'slow and steady' mantra for the Municipal and Panchayati Raj Institutions for yielding visible results.
CM said that the people have lot of expectations thus the GoAP has earmarked Rs 5.5 crore budget for the municipal, announced Rs 5 crore for construction of permanent office building and directed the urban development department and the DC to locate a suitable land for the purpose.
Though eight of the 18 heads to the municipal council as enshrined in Article 243 under the 12th Schedule of the Constitution have been devolved, the rest 10 subjects would devolved in a phased manner, he said.
The municipal and the first elected councilors could fulfill the entrusted duties to meet the people's aspirations with expertise and experience. As the newly elected councilors, lack the expertise they would be taken on exposure trip to hilly towns having municipals like Shillong and Shimla for them to gain knowledge and expertise to become effective back home.
"I as UD Minister was instrumental in notifying 27 urban centres in the state and notified area councils (NACs) would be set up in rest urban centres in a phased manner. The migration of rural masses to the urban areas is a nationwide problem, which had moved the GoI to enact law for strengthening the urban centres to withstand the growing pressures, he said.
"Take care of the basic necessities of the people, particularly women and children. Bring mass awareness for your revenue generation but make capital wine-free," the CM said, adding Capital DC Sanjay Goel has been appointed ex-officio chief municipal executive officer, Likha Suraj municipal member-secretary besides nine ministerial staff for proper functioning of the office.
He sought the advice of the councilors for the greater welfare of the capital city and assured all possible support of the GoAP. While deputy chief municipal councilor Kipa Babu said the credit of holding election and formation of the maiden municipals at Itanagar and Pasighat goes to the chief minister. Chief municipal councillor Higio Aruni, in her address, assured to change the face of the capital with committed works and thanked the GoAP for devolving 8 functions.
Terming the GoAP as guiding force, she sought devolution of other functions, adequate technical and non-technical staff, land for permanent office, capacity building and exposure trips for the councilors, vehicle for each member of the empowered standing committee.
Saying "Power is responsibility," particularly in the state capital, she said the GoAP support would go way long way in fulfilling the mission of a clean, green and peaceful Capital Complex. The sole objective of the municipal is to bring accelerate development and beautify the capital city, said local MLA Techi Kaso and hoped that it would come up to the expectation. Goel assured to work to meet the aspirations of the people.
Besides the councilors, senior officers including UD secretary Kapa Kholie, the DC, UD CE Taba Tedir, chief town planner Amay Morang, IPR director CM Longphong were present in the function.
