The Bombay Stock Exchange Limited (BSE) contributed 5 lakhs to the Chief Minister’s Relief Fund (CMRF) under CSR activity to support relief and rehabilitation work to the flood disaster affected areas in the state. The BSE official Mr Surajit Banerjee handed over the cheaque to Chief Minister Pema Khandu today.

Expressing gratitude to BSE on behalf of the people of the state, Khandu assured that the amount would be judiciously utilized for unforeseen calamities and disasters.


Khandu shocked at Jamupani incident: orders for enquiry


August 16:Chief Minister Pema Khandu has expressed shock and concern over the unfortunate incident at Jamupani in Desali circle under Lower Dibang Valley district where 21 students and one teacher sustained grievous injuries when the suspension bridge they were crossing collapsed.

On hearing the news, Khandu immediately directed the district administration to take up all possible measures to evacuate the injured teacher and students to Dibrugarh for proper treatment. Accordingly, IAF helicopter was requisitioned from Dibrugarh and 11 critical patients accompanied by a doctor and officials from administration were airlifted to Dibrugarh and are being treated at Aditya Hospital. Remaining patients were evacuated by road to Dibrugarh for further treatment. One patient is said to be in critical condition while the condition of all other victims have been reported to be stable and out of danger.

Khandu has ordered for immediate release of relief to the victims and wished for their speedy recovery. He also ordered for an enquiry to ascertain the cause of the accident.

Local MLA Mutchu Mithi and district administration Roing are closely monitoring the situation and are in contact with the hospital authorities and parents of the students.

CM thanked the local villagers, Police, Army, IAF, BRO personnel and the Medical team for their timely help, which saved the lives of the children.

Meanwhile, CM Khandu has expressed shock over the reported fire incident at Potom Market Complex at Tezu early morning today. A fair price shop, 3 hardware shop, one computer and Xerox shop, one musical instrument shop, one wine shop and one tailoring shop completely gutted down in the unfortunate inferno.

With the timely intervention of fire tenders, ITBP and Army, the fire could be controlled from further spreading to adjoining shops. No casualties have been reported.

Khandu directed the district administration to conduct assessment of the losses and provide immediate relief.

 Arunachal Pradesh Cabinet today approved establishment of a new department called Department of Indigenous Faith & Cultural Affairs (DIFCA). Chief Minister Pema Khandu who chaired the Cabinet meeting here this afternoon maintained that due to globalization, exposure and external influences the indigenous communities of the state are fast getting disconnected with their rich culture and languages that calls for specific steps to preserve and protect them from disappearing into oblivion.

“Creation of an independent department to look after preservation, protection and promotion of the rich indigenous cultural heritage of the state is a right step in the wake of fast changing world. We cannot let our indigenous culture just fade away like many in the world,” Khandu reasoned.

While giving its nod to the proposal, the state Cabinet also approved creation of seven numbers of posts to begin with including that of a Director of the department that would be headed by a Secretary. The Department of Indigenous Faith and Cultural Affairs would function basically to preserve and promote culture and faiths of the indigenous communities of the state.

The Department of Indigenous Faith & Cultural Affairs would also work to promote local languages and scripts along with literature on indigenous folklores, folk tales, proverbs, chanting of priests, etc; to preserve and promote indigenous cultural heritage for overall prosperity and constant growth in this regard; to maintain welfare schemes of indigenous priests and the priesthood institution; documentation of ritual systems of traditional marriages, birth, death and festivals, etc and research on traditional medicinal plants and healing system; introduction of certificate courses on indigenous faiths and culture of the state; to preserve and promote indigenous games and sports by conducting tournaments, etc.


Setting up of the Arunachal Pradesh State Human Rights Commission (APSHRC)

 The State Cabinet that met on Friday afternoon under Chief Minister Pema Khandu made several landmark decisions, some of which were pending since years.

The most notable decisions taken by the Cabinet fulfill the aspirations of the people that were pending for long and that would usher in a fresh chapter of transparency, accountability and responsibility of the government and its agencies, besides checking corruption. These two important decisions are immediate setting up of the Arunachal Pradesh State Human Rights Commission (APSHRC) and set the ball rolling for establishment of the State Lokayukta.

The Protection of Human Rights Act 2006 provides for creation of a State Human Rights Commission. The Commission will be mandated to enquire into any human rights violation related to subjects covered under State list and Concurrent list in the seventh schedule of the Indian Constitution. The establishment of the Commission would come as a huge relief to the citizens in safeguarding them from violation of their human rights and fill up the long felt vacuum. The Cabinet further approved creation of 30 posts to run the Commission.

In the other landmark decision the Cabinet fixed a concrete timeline for getting functional the state Lokayukta by constituting three committees viz, Drafting Committee, Search Committee and a Selection Committee.

The Drafting Committee will have to submit a comprehensive draft Rules required for carrying out the provisions of the Act to the Government within 60 days. While the Rules being framed by the Drafting Committee are finalized, a Search Committee – members of which will not be state government employees – will search, finalize and submit a panel of names to be appointed in the Lokayukta to the government within 12 weeks.

Finally, the Selection Committee, which would be headed by the Chief Minister as the Chairperson with Leader of the Opposition, Chief Justice of Guwahati High Court or a Judge nominated by the Chief Justice and Chief Secretary as Members will recommend the names to the Governor for appointment as the Lokayukta Chairperson and Members within 30 days from the date the Search Committee submits the panel of names.

In an equally important decision that would be a major blow to corrupt practices in recruitment, the Cabinet unanimously scrapped the practice of ‘interview’ in recruitment for lower level posts in all government departments. The objective of discontinuation of interview in selection process at lower level posts is to curb corruption, more objective selection in transparent manner and substantially easing the problems of poor aspirants.

While the state government would benefit economically by way of savings on account of non-application of Travelling Allowance/ Daily Allowance and other expenditure involved in calling candidates for interview, local aspirants too will benefit by saving the expenses on travel and lodging accrued while appearing for interviews.

The Cabinet also approved the MOU of Regional Connectivity Scheme (RCS) to be signed with Ministry of Civil Aviation and the Airport Authority of India (AAI) to operationalize air services for civilian purposes at Ziro, Pasighat, Aalo, Tuting, Mechuka, Walong, and Tezu airports besides some other helipads as and when helicopter service under RCS is implemented.

For facilitating the Tomo Riba Institute of Health & Medical Sciences (TRIHMS) to start its courses from next year, the Cabinet approved department-wise creation of 228 technical posts.

Other important decisions taken were approval of the Arunachal Pradesh State Higher Education Council Bill, 2017 for placing in the Assembly and scrapping of the no-detention policy in school education, which has adversely affected the education scenario in the state. Further the examinations for class V and VIII shall be conducted under the State Board. The Cabinet also approved the proposal for amendment of recruitment rules for the post of Under Secretary, Group A (Gazetted), Arunachal Pradesh Secretariat Service.

Approval of the first Secretariat Service Cadre Review by the Cabinet

In yet another systemic governance reform, the Cabinet headed by Chief Minister Pema Khandu today inked history by approving the first Secretariat Service Cadre Review. Since inception of secretariat services in Arunachal Pradesh the same was never reviewed to the detriment of effective functioning of the Civil Secretariat.

According to the approved proposal, three post of joint secretary, one post of joint secretary AR, 24 post of under secretary, one post each of senior analyst and one post of junior analyst of Adminitrative Reform deptt., 28 post of section officer, one post of senior research officer (Finance), two post of PPS, 20 post of SPA, 30 Post of PA and 38 post of Junior secretarial assistant were created. Further Cabinet approved for upgradation of 116 post of senior secretariat assistants to assistant section officer.With this, a total of 148 new post have been created and 116 upgraded.

It is expected that with this landmark decision, effective delivery of public services and prompt decision making would be ensured. The employees of the Secretariat service will immensely benefit as the cadre review will ensure their career progression also.

Further a detail action plan for infusion of work culture was also approved by the Cabinet today. This action plan includes steps to ensure punctuality by introducing Aadhar enabled biometric attendance system, punitive actions such as dies non, cut in pay on unauthorised absence, constitution of flying squads for regular checks etc. The action plan also reiterated periodical review of all employees under FR-56 J /Rule 48 of CCS(Pension rules), strict action against bypass of proper channel by employees, office inspection, fixing performance indicators for each officers and staff and strengthening of presence of vigilance mechanism.

Cabinet also approved creation of 440 temporary posts of Home Guards for capital city police. With this, the capital city police will be adequately equipped for effective management of law and order in the capital twin city. Further the city police can also utilise this manpower for easing the traffic woes of the city.
